Formed in 1961 by a group of oilmen concerned about the federal government's growing regulatory role, the Permian Basin Petroleum Association has grown from fewer than twenty members to more than 1200; the largest regional oil and gas association in the U.S. The organization obviously includes the men and women who work in the production of crude oil in the Permian Basin of west Texas and eastern New Mexico. But it also numbers geologists, attorneys, accountants, doctors, editors, bankers and retailers among its members. The membership is so diverse because, in one way or another, everyone in the Permian Basin is involved in the petroleum business!
PBPA is about membership services
The Association provides a wide variety of membership services to producers, service companies, their employees, affiliates and families. Membership services include monthly meetings, monthly newsletters, seminars on regulatory, legislative and technical issues, group health and long distance phone rates and preferential shipping rates via our partnership with Airborne Express.
PBPA is about alliances
Strong regional, state and national partnerships have helped insure PPBA's leadership role in the petroleum industry for over forty years. School children have access to a fact-based energy education curriculum because we sponsor teacher training and purchase of classroom materials.
Media, civic and education leaders know that the Association is the central point of contact for information about our industry, regardless of how trivial or complicated the issue. The staff is frequently called on to tell the independent producer's story before civic groups or in the media.
PBPA is a member of several strong statewide partnerships. It was primarily responsible for the founding of the Hanna Group, made up of representatives of PBPA, the North Texas Oil & Gas Association, West Central Texas Oil & Gas Association (the latter two organizations having now merged to form The Texas Alliance of Energy Producers), Panhandle Producers & Royalty Owners Association and the Texas Oil & Gas Association.
PBPA is about legislative and regulatory involvement
Hanna Group members are directly involved in all aspects of the state legislature, from testifying before committees to spreading the word one-on-one about the challenges and opportunities independent petroleum faces. Executives of the participating associations work with the legislature on a rotating basis.
Over the years, the Association has been involved in key legislative and regulatory successes:
- Blocked legislation which would have prevented fresh water being used in oil and gas extraction
- Stopped an EPA effort to fine New Mexico producers for alleged illegal disposal of produced salt.
- Introduced legislation making the system of collecting royalties on University Lands more equitable to producers.
- Gained relief from the state plugging requirement in a depressed market.
- Successfuly supported the New Mexico discovery allowable.
- Provided leadership in the attempt to create a statewide petroleum unitization program.
- Helped found the Texas Energy Electric Cooperative, which will eventually make low-cost electricity available to the state's petroleum producers and their affiliated businesses.
PBPA also plays a dynamic role on the national scene. Its executive vice-president is an active participant in the Interstate Oil & Gas Compact Commission and frequently travels to the nation's capitol to work with legislators and the national staff of the Independent Petroleum Association of America.
